I have 2 USB webcams. Placing them side by side you can have left and right video images. The video images can be captured. Is it possible to created a 3d video using webcams?

For plugins in Adobe Premiere, maybe it works realtime.
BorisFX has some neat realtime video FX suitable for stereo videos.
Or just capture both movies and join them in Adobe Premiere with above mentioned plugins afterwards, offline.
Your CPU and harddrive has to cope with dual cams, not to mention the USB bandwidth.

Which software do you use for viewing the images side by side?

Do you just plug in the webcams, and then it works... or do you use some sort of patch?
