How should fingerprints be cleaned off
the shutter glass lens?

Using tissue paper did not work.
Dabbing it with water seemed to only spread
the finger print.

Any ideas?

it depends...

Most LCD shutter panels are made of glass. Mine are. cleaning them is simple, either:

a) buy a pack of lens tissues (the kind used to clean eyeglasses), use those on them.

b) Moisten a tissue with some windex or other glass cleaner (not soaking wet, just dampen it) and use that moist tissue to wipe the lenses down. Wait for the glass cleaner to totally evaporate before using the glasses (to avoit a short)

That's it, I personally use glass cleaner. Crystal clear lenses and streak-fee to boot.
