I hope not to be too out of the subject but for sure you have competences on this issue.
I would like to syncronize my Sony videocamera miniDv by LANC or IEEE with an old 8mm/super8 projector. Do you know if there is any hardare/software to do this? I thought to get signal from a sensor mounted on the projector when the frame is fully projected (the cross completely open) and make my PC send a command to my videocamera to get a one shot or single frame. Is there anybody who has experience on this. Thanks

But they run at very different rates: 16fps (I think) for the 8mm and 29.97 for the DV cam. You will certainly have phase issues if nothing else.

If this is for a transfer from film to DV, you probably would be better off doing it with a film scanner and then converting it back to DV in AfterEffects or similar.
