When anaglyphs are printed to regular newspaper paper - is 3D effect still good?

Yes, Its good but please try not to streach the photo.
If you will take a print on normal paper, then also the effect is good.

I have try it out on flex also.

its an involved process and shouldnt be viewed with regular anaglyph glasses if you want to avoid ghosting.
RGB inks and CMYK inks are totally different when trying to re-create Cyan shades.
You need to create more "dedicated" anaglyph glasses, with professional filters, or your audiences will see severe ghosting in areas of contrast
